The state of ANC-governed municipalities in the Free State is dire, showcasing an alarming level of incompetence.

David Mc Kay, DA spokesperson for Cooperative Governance and Traditional Affairs (Cogta), said that after the visit by the Joint Portfolio Committees of Cogta, audit reports show a failure of governance at Free State Municipalities.

Mc Kay says the Mangaung Metro, in particular, has struggled with poor revenue management and budgeting, raising serious concerns about its viability.

“In Mangaung, the situation is grim with a massive R12.6 billion in unpaid debts.

“Firstly, the lack of a clear organisational structure and regular reviews of employee skills makes it difficult to address issues such as ghost workers.

“Reportedly, an organogram has finally been completed. Its functionality remains to be seen,” Mc Kay says.

Mc Kay says the long delay in appointing an ombudsman, a position meant to improve oversight, shows neglect in governance.

Meanwhile, the rise in sewage spills and water leaks poses a dire threat to residents, with an estimated 50% of clean water going to waste.

“Overall, the many unresolved issues create a disturbing picture of Mangaung’s future, leaving little room for hope.”
